The bill had passed both House and Senate confirmation. The bill makes the United States District Court for the Eastern District of North Carolina the exclusive locations for suits filed related to Camp Lejeuene water contamination.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>The Camp Lejeune Justice Act was part of a broader piece of legislation (the \u201cSergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics Act of 2022\u201d or \u201cHonoring our PACT Act of 2022\u201d) which centered around covering healthcare and disability claims for veterans who were exposed to toxic burn pits and other service-related toxic environments.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-water-contamination-at-camp-lejeune\">Water Contamination at Camp Lejeune<\/h2>\n\n\n\n<p>Construction at <a href=\"https:\/\/www.lejeune.marines.mil\/visitors\/history.aspx\">Camp Lejeune<\/a> began shortly before the United States entered the Second World War. By 1942, the base was not only operational but among the most modern in the nation. Since its foundation, Camp Lejeune has hosted tens of thousands of active-duty Marines and trained many others in amphibious assault techniques and tactics.&nbsp;<\/p>\n\n\n\n<p>While Camp Lejeune\u2019s contributions to American military history cannot be understated, the base has a troubled past. In 1982, a congressional act compelled the Marine Corps to begin investigating the eight treatment facilities providing water to the base.&nbsp;<\/p>\n\n\n\n<p>When the study was completed, medical researchers announced they had detected the <a href=\"https:\/\/www.atsdr.cdc.gov\/sites\/lejeune\/background.html\" target=\"_blank\" rel=\"noreferrer noopener\">presence of volatile organic compounds<\/a> in the drinking water provided by <a href=\"https:\/\/www.atsdr.cdc.gov\/sites\/lejeune\/watermodeling_summary.html\" target=\"_blank\" rel=\"noreferrer noopener\">two of the plants<\/a>:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La gu\u00eda de valoraci\u00f3n de veh\u00edculos de <strong>Tarawa Terrace <\/strong>facility was contaminated by tetrachlorethylene, or PCE. Hadnot\u2019s wells were afflicted by numerous problems, including underground leakage, industrial spills, and waste disposal sites.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"1430\" height=\"510\" src=\"https:\/\/www.justinian.com\/wp-content\/uploads\/2022\/05\/Water-Contamination-at-Camp-Lejeune.jpg\" alt=\"\" class=\"wp-image-4934\" srcset=\"https:\/\/www.justinian.com\/wp-content\/uploads\/2022\/05\/Water-Contamination-at-Camp-Lejeune.jpg 1430w, https:\/\/www.justinian.com\/wp-content\/uploads\/2022\/05\/Water-Contamination-at-Camp-Lejeune-540x193.jpg 540w, https:\/\/www.justinian.com\/wp-content\/uploads\/2022\/05\/Water-Contamination-at-Camp-Lejeune-768x274.jpg 768w, https:\/\/www.justinian.com\/wp-content\/uploads\/2022\/05\/Water-Contamination-at-Camp-Lejeune-18x6.jpg 18w\" sizes=\"(max-width: 1430px) 100vw, 1430px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-negligence-threatened-marines-well-being\">How Negligence Threatened Marines\u2019 Well-Being<\/h2>\n\n\n\n<p>The variety of volatile organic compounds found at Camp Lejeune are <a href=\"https:\/\/www.usgs.gov\/mission-areas\/water-resources\/science\/volatile-organic-compounds-vocs\" target=\"_blank\" rel=\"noreferrer noopener\">not dangerous in small quantities<\/a>.<\/p>\n\n\n\n<p>However, many Marines relied on the Tarawa Terrace and Hadnot Point water treatment facilities to meet their daily needs. They cooked with contaminated water, bathed in contaminated water, and drank contaminated water. <a href=\"https:\/\/journals.ala.org\/index.php\/dttp\/article\/view\/6223\/8098\" target=\"_blank\" rel=\"noreferrer noopener\">Each and every year<\/a>, an estimated 6,000 Marines received toxic water from these two plants. In total, 750,000 Marines, contractors, and their civilian family members may have been exposed to VOCs in the camp\u2019s drinking water.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-administrators-ignored-recommendations-to-find-the-source-of-camp-lejeune-contamination\">Administrators Ignored Recommendations to Find the Source of Camp Lejeune Contamination<\/h3>\n\n\n\n<p>The Marine Corps realized the extent of the problem in 1980, when a legislative act compelled them to begin testing their water supply for volatile organic compounds. Initial tests showed high concentrations of toxins in the base\u2019s water supply. However, Camp Lejeune administrators ignored recommendations to immediately identify the source of contamination.&nbsp;<\/p>\n\n\n\n<p>For years, the Marine Corps <a href=\"https:\/\/journals.ala.org\/index.php\/dttp\/article\/view\/6223\/8098\" target=\"_blank\" rel=\"noreferrer noopener\">refused<\/a> to even investigate which of its wells were contaminated, discarding and disregarding warning letters and worrying reports.&nbsp;<\/p>\n\n\n\n<p>When Camp Lejeune finally began testing individual wells in 1983, they quickly pinpointed Tarawa Terrace and Hadnot Point as the sources of contamination. But instead of shutting down the facilities, they continued to use them until 1987.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-congressional-support-for-veterans-injured-by-contaminated-water-at-camp-lejeune\">Congressional Support for Veterans Injured By Contaminated Water at Camp Lejeune<\/h2>\n\n\n\n<p>The Marine Corps knew that servicemen and their families were being injured by contaminated water at Camp Lejeune as early as 1980.&nbsp;<\/p>\n\n\n\n<p>However, even after Camp Lejeune\u2019s administrators permanently closed the Tarawa Terrace and Hadnot Point facilities, they <a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/danger-marines-water-removed-report-flna1c9442984\" target=\"_blank\" rel=\"noreferrer noopener\">did little to notify Marines and their loved ones<\/a> that they may be in danger.&nbsp;<\/p>\n\n\n\n<p>While the Department of Veterans Affairs provides medical care for Marines with presumptive VOC-related conditions, medical care alone cannot compensate servicepeople and their families for the suffering they have endured. In a rare display of bipartisanship, legislators have collaborated to create potential relief packages for Camp Lejeune survivors.<\/p>\n\n\n\n<div style=\"border-bottom:0px;background-color:#f8f8f8;padding:20px\"><table class=\"has-fixed-layout\"><tbody><tr><td><b>Legislation to Address Injuries Sustained at Camp Lejeune Marine Corps Base camp and Marine Corps Air Station New River<\/b><br>\n    <br>\n    In addition to the Camp Lejeune Justice Act legislation which was signed by President Biden, Congress has introduced several acts intended to provide financial relief for Marines who served at Camp Lejeune between August 1953 and December 1987:<br>\n    <br>\n    <ul>    \n    <li><a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/1563\/text\" target=\"_blank\" rel=\"noreferrer noopener\">S. 1563:<\/a> Also known as the Janey Ensminger Act of 2019, this proposed legislation would form a panel to review and continuously update the list of Camp Lejeune-related illnesses and lower the threshold needed to obtain medical care from the Department of Veteran Affairs.<\/li>\n    <li><a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/2192\/text?r=1&amp;s=1\" target=\"_blank\" rel=\"noreferrer noopener\">H.R. 2192:<\/a> Introduced to the House by Rep. Matt Cartwright (D-PA), the Camp Lejeune Justice Act of 2021 would allow \u201ccertain individuals\u201d to file lawsuits and recover damages for harm from exposure to contaminated water at Camp Lejeune.<\/li>\n    <\/ul>\n<\/td><\/tr><\/tbody><\/table><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-potential-relief-under-the-camp-lejeune-justice-act-of-2021\">Potential Relief Under the Camp Lejeune Justice Act of 2021<\/h2>\n\n\n\n<p>When people are injured by others, this is known as a <em>agravio<\/em>, an old legal word meaning \u201ccivil&nbsp; wrong\u201d. If everyone tried to file an individual lawsuit, the courts would be overwhelmed.&nbsp;<\/p>\n\n\n\n<p>When a large number of people are expected to file separate lawsuits against a small number of wrongdoers, these cases are often routed into a single legal jurisdiction. This is called a <a href=\"https:\/\/www.justinian.com\/es\/como-resulto-herido\/litigio-masivo-por-agravio\/\">agravio masivo<\/a>.
